  * Update translations from Launchpad. (LP: #1569232)
  * debian/ubiquity.ubiquity.service: Start console ttys for debugging during
    an installation. (LP: #1567194)
  * data/oem-config.target: also enable console TTYs for the OEM configuration
    target/service.

Bug description:
  It seems the non-languagepack translations, as documented at
  https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline, have not
  all been updated for 16.04 LTS. The freeze started April 7th, after
  which they should have been updated.

  At least the following have been reported as not updated:
  - ubiquity
  - ubiquity-slideshow-ubuntu
