Even in the systems where this isn't the case and there are multi users, presumably ( I haven't looked at the code forgive me ) the daemon only runs when the user is logged in ...

So its REALLY a corner case of not only multi user desktop systems but also multi users that are also logged in simultaneously, that brings the likely hood alot further down.

Also FWIW, I do think will be more common than is assumed here ( think developing markets like China and India where Dell just launched Ubuntu widely and many households will be getting their first Ubuntu system, likely to be shared among the family, to begin with )
