Bug description:
  
  double-tap on shift key to set caps lock
  tap on number key to enter a number
  tab same key to get back to letter mode

  EXPECTED: shift still locked, shift key still highlighted.

  OBSERVED: shift not locked, BUT: shift key is still highlighted.

  This is on today's image, here's what 'apt-cache policy ubuntu-keyboard' tells me I have:
  0.99.trunk.phablet2+13.10.20130925-0ubuntu1
