Bug description:
I couldn't figure out how to report this bug against the web browser
itself, as that section (https://launchpad.net/webbrowser-app) will
not allow it.
When I'm idling on the default Ubuntu homepage on my Nexus 10, the CPU
usage for both cores is in excess of 50%, unless I scroll down an
insubstantial amount, after which point both cores drop to less than
5% CPU usage. Scrolling back up causes the problem to come back.
