Bug description:
On trusty image 58 (and before), if I mute the phone, incoming calls
are silenced. Instead, the default should be vibrate (with optional
silent). This is a pretty major usability issue since I might be in
situations (eg, a movie, business meeting, church, school assembly,
etc) where I don't want the phone to ring, but I do want to be alerted
that I received a call). I have missed several calls as a result of
this.
