  [FFE] Support for online accounts in webapp-container

Bug description:
  This is a bug report to request the integration of the new online
  accounts integration in webapp-container

  The feature lets users authenticate in webapps using online accounts
  declared on their system.

  The feature has been tested in a silo and proved to work as expected
  according to the test plan.

  The feature is meant to work on Ubuntu Touch for now, and verifies
  that the required OA / Signon API is available at runtime. This is to
  avoid having a build dependency between parts that are split between
  main and universe.
