Title:
enabled-languages gsettings key should be updated automatically when
  changing locale

Status in “ubuntu-keyboard” package in Ubuntu:
  Fix Released
Status in “ubuntu-system-settings” package in Ubuntu:
  Fix Released

Bug description:
When locale is changed from system settings, one would expect the
  gsettings key com.canonical.keyboard.maliit enabled-languages to
update to include a relevant layout (such as zh_cn_pinyin if the
locale changes to zh_CN). This is currently not done and needs to be
  done manually
