Seems the problem is maliit-server is not getting killed when the wizard
finishes, and then it's crashing after unity8 starts and the keyboard is
requested and this causes the large delay.

The fix should be for maliit-server to get killed when the wizard
finishes so it can restart in the proper sequence with unity8

Bug description:
  If you run the welcome screen and then enter into the phone and hit
  search it will take approximately 45 seconds for the keyboard to
  appear the first time.

  After that the keyboard appears as normal.

  STEPS:
  1. Bootstrap install a recent image
  2. Complete the welcome screen
  3. Complete the user guide
  4. Hit search on the apps screen
