[Bug 1546698] [NEW] Bookmark options popover has inconsistent behaviour

Public bug reported:

(filed as a result of a conversation with the SDK team around bug
#1546677)

When bookmarking a page in the browser (either by clicking the star in
the address bar, or by pressing Ctrl+D), the bookmark is initially
created in the default folder and with a default title, and a popover
with options is shown. That popover allows changing the folder and title
of the bookmark, and it has an OK button. Clicking the OK button should
update the bookmark, whereas dismissing the popover by clicking outside
of it or pressing ESC should remove the bookmark (at least that’s what
the current implementation does, based on the initial UX spec).

According to Zsombor from the SDK team, this is an inconsistent use of the popover paradigm: dismissing the popover should always result in the same action, regardless of how it was dismissed (OK button or ESC).
If that is true, then the OK button is redundant and should be removed, and instead dismissing the popover should always update the bookmark, not remove it.

Can we get clarifications from design here?
