[Bug 1563858] [NEW] Cannot open camera controls in landscape mode

Test case.
- Open camera app.
- Move the device to landscape orientation.
- Swipe and tap on the bottom button to open the camera controls.
Expected result.
- Camera controls are displayed.
Actual result.
- Camera controls are not opened.
