Bug description:
  STEPS:
  1. install ubuntu-touch/devel-proposed/ubuntu on flo or mako
  2. During the wizard try and add a password for the wifi
  3. After failing to do that tap cancel and carry on with the wizard
  4. After the edge demo note that the scopes don't load
  5. Slide down the network indicator and again try to add the wifi password
  6. After failing to do that reboot the device
  7. Now you have the desktop style login so you need the OSK to type in the password

  EXPECTED:
  I expected the OSK to appear as needed

  ACTUAL:
  The osk never appeared
