[Bug 1581025] Re: Secure connection icon not showing

* Display the currently hovered hyperlink’s target URL in an overlay.

- Browse to https://youtube.com
Expected result.
- Secure connection icon is displayed, tap on it to display the certificate details.
Actual result.
- No secure connection icon is displayed.
