[Bug 1589869] [NEW] “It appears you are having trouble viewing” is condescending

Public bug reported:

1. Try to visit a page when there is a network error.

What happens:
* A message appears: “It appears you are having trouble viewing: {URL}”
* A button labelled “Refresh Page”, despite the page having never loaded in the first place.

What should happen:
* The message should not suggest that there is anything wrong with your viewing. Something like: “The page can’t be loaded because {reason}.”
* The button should be labelled something like “Try Again”.

** Affects: webbrowser-app (Ubuntu)
     Importance: Undecided
         Status: New
