This appears to have been fixed, I cannot observe the problem any
longer.

Fix Released
Bug description:
On desktop (or on a tablet in landscape orientation), open a new tab,
and if you have enough bookmark folders that they won’t fit all on one
screen, a scrollbar is displayed for the list of folders. That
scrollbar is visible even in the top sites section (i.e. when
bookmarks are not shown).
