[Bug 1607002] [NEW] Hiding tabs is inconsistent

Using on x86 laptop
The normal intended behavior seems to be to hide the tab row when the
user scrolls, as it does when I use two finger scrolling on the touchpad
or the touchscreen. Frequently scrolling this way does not hide the tabs
and they stay locked to the top of the frame. The same page may
initially hide the tabs while its loading then stop after more of the
page loads.
I also notice that scrolling with the scrollbar does not hide the tabs
which I assume is intentional.
