[Bug 1611832] [NEW] webapp_container.tests.test_chrome.WebappContainerChromeSetupTestCase.test_shortcut_reload is consistently failing in CI

Automated CI runs are consistently failing on
webapp_container.tests.test_chrome.WebappContainerChromeSetupTestCase.test_shortcut_reload.

This is because they are run on a phone that doesn’t have a physical
keyboard attached. This test (and similar keyboard shortcut tests)
should be skipped on such devices.
