[Bug 1625095] [NEW] SMS notification only happens after screen is turned on

Steps:
* make sure the phone is in deep sleep
* send a text to it

Expected:
* phone wakes up, notification sound is played and the notification is displayed

Current:
* nothing, until you turn the screen on
* the notification happens immediately after the screen is turned on
