[Bug 1658504] [NEW] Support OMEMO encryption for XMPP

Public bug reported:

This is an extension of https://bugs.launchpad.net/ubuntu/+source
/messaging-app/+bug/1247216

OMEMO is a great open source, end to end encryption standard for XMPP, which makes it easy to encrypt all your messages and files that you send, allowing people to have private conversations, OMEMO also has a lot of other advantages over Plain Text, OTR and OpenPGP which are other encryption methods offered by XMPP.
See, https://conversations.im/omemo/ and https://xmpp.org/extensions/xep-0384.html

** Affects: messaging-app (Ubuntu)
     Importance: Undecided
         Status: New
