This appears to be a feature of the mobile version of youtube, not a
bug. When a tab is being backgrounded, media playback is paused.

Bug description:
  Maybe not a browser issue, but youtube restriction but Since OTA-15, i
  am not able to listen to Youtube video and open a new tab.
