Hmm, at least in the case of #620985, it smells like a
ConsoleKit-related one. The reporter vouches that adding his user to
@audio resolves the symptom [which is in fact the *wrong* way to "fix"
the issue], so somehow his foreground/active seat wasn't being granted
access to /dev/snd/*.
