I agree with Jono. LoCo teams are already complaining to us that there
is somewhat of a firehose of information coming from all different
angles. If the LoCo Council can send announcements directly to the list
that the teams already use, I suspect they're more likely to read and
digest it. It also gives them an easy way to get back in contact with
us, because if we send mail _from_ the loco-council@ list account then
they can simply hit reply-all and continue dialog with us.

Bug description:
It would be good to send email updates for the following:

1) When a team event is created, an email can be sent to the team's mailing list

2) When a team event is updates, an email can be sent to either a team's mailing list, or just individuals who have registered for the event.
