  Remove past global events from global events drop down

Status in LoCo Directory:

Bug description:
  Currently the list is small, but there are duplicates, with different
  dates. There shouldn't be multiple choices for different global events
  that have the same name. Remove global events from the drop down list
  after the event is complete.
