Redundancy on the error messages

Bug description:
Most of the error messages when you try an action you are you are not allowed to are constructud like this
"error type" + "reason".
For example, the messages :
You can not add a new agenda item for this team meeting. You are not member of the team or on the LoCo Council.
You can not update this team meeting agenda. You are not member of the team or on the LoCo Council.
You can not update this team meeting. You are not member of the team or on the LoCo Council.
Can't we use two chains to help the translators and reduce all these
reasons to some parameters in the source code ?
