I like the idea, except this makes having to get some sort of email
sending facility on loco.ubuntu.com.  This also increases the potential
of spam.  Add this note so that we address that when implementing this.

  Contact a team on the team page

Bug description:
  It would be great if I could click on a button on the teams page say
  http://loco.ubuntu.com/teams/ubuntu-ie as an example which then either
  pops up a form for me to fill in with my question that goes to the
  team contact it would make contacting teams easier from the LC point
  of view but also as a new person to the area they can just ask the
  contact a question, if they aren't used to irc.
