cjohnston: i think we can display the email form if the email is visible
(and we should expect team contacts have visible emails). If not, we can
show the link to the launchpad page for other contact info.

Bug description:
  It would be great if I could click on a button on the teams page say
  http://loco.ubuntu.com/teams/ubuntu-ie as an example which then either
  pops up a form for me to fill in with my question that goes to the
  team contact it would make contacting teams easier from the LC point
  of view but also as a new person to the area they can just ask the
  contact a question, if they aren't used to irc.
