Launchpad has a 'contact this team' facility; is this not suitable?
Perhaps you want 'contact an admin of this team' facility too?

  Define owner as team contact if no contacts are listed.

Bug description:
  It is really important for people to be able to get in touch with the
  team contact not just the LC, but for people who want to get involved.
  An example is http://loco.ubuntu.com/teams/coloradoteam  now I've to
  go emailing a few admins in the hopes that one of them is the team
  contact.    I realise this is also due to LP but teams can edit the
  page and it should be made a mandatory field once it is edited they
  have to fill it in
