  Allow selection of RSS feed language via URL

Bug description:
  Please allow selecting the language to use in the RSS feed URL. When
  using MoinMoin RSSReader plugin currently on Canonical's server, it
  doesn't given even the "When" translated, while if opened in browser
  it gives that. Therefore the language would need be an option / path
  in the URL.
