  Allow selecting timezone to return the RSS feed times in, in URL

Bug description:
  Please allow selecting the timezone to present the times in, in the
  URL. Currently when embedding the RSS feed onto our wiki pages, the
  times are wrong and we need to separately explain that "please add 2/3
  hours to the time shown".
