  Contact a team on the team page

Bug description:
  It would be great if I could click on a button on the teams page say
  http://loco.ubuntu.com/teams/ubuntu-ie as an example which then either
  pops up a form for me to fill in with my question that goes to the
  team contact it would make contacting teams easier from the LC point
  of view but also as a new person to the area they can just ask the
  contact a question, if they aren't used to irc.
