Title:
  Standard Timezone are reverted back to UTC

Status in LoCo Team Portal:
  Triaged

Bug description:
  I change our teams standard timezone to Europe/Stockholm, but the RSS feed still uses UTC.
  When I go back and check the settings for timezone it has reverted back to UTC.
