Title:
  LoCo Council Cannot Merge Teams

Status in LoCo Team Portal:
  Triaged

Bug description:
  As a LoCo Council Member, I can see the 'Merge Team' button on a team
  which name has been changed, but once I click it to get it done it
  says 'You are not allowed to merge this team with another one.'.

  It would be great if we could have that done as we could give a hand
  to those teams which change names.
