and find the Washington, DC team listed:
Washington, DC LoCo: June 27, 2013, midnight

they are in the team list but the link goes nowhere:
http://loco.ubuntu.com/teams/ubuntu-districtofcolumbia/

they do appear to have a launchpad page but lack the membership to ~locoteams or ~locoteams-verified, so they shouldn't show at all:
https://launchpad.net/~ubuntu-districtofcolumbia

they do appear to have been invited to locoteams but they expired from locoteams-verified:
Washington, DC LoCo	2009-06-27	Expired on 2013-06-27

it all seems a little messy. not sure if the problem is the portal or
launchpad, but i'm going to assume the former.
