[Bug 1929702] [NEW] Allow for non-Freenode IRC links

Public bug reported:

Currently the loco directory only allows for Freenode links. Our channel
is now locked on Frenode for pointing to livera.chat, so we'd like to
update the IRC link to the new location. Please allow for selecting
another network.
