[Bug 910056] Re: [Eir] floods the control channel too much

maybe we could make the notifications less verbose in a way that
preserves important information, I am not sure why the fully qualified
name of the operator is required, or the expiry time (ban set time to
the second would be handy for log hunting)

(EXP) ban[30834] *!*@gateway/web/freenode/ip.46.20.98.35 was set on
#ubuntu by ikonia!~irc@unaffiliated/ikonia on 011-12-18 23:23:13 and had
an expiry date of 2011-12-20 23:23:13. This has been nagged 30 times.

(EXP) ban[30834] *!*@gateway/web/freenode/ip.46.20.98.35 set on #ubuntu
by ikonia on 011-12-18 23:23:13 expired on 2011-12-20. (nagged 30 times)

Maybe only display the nag count if it is more than 48 hours after the
expiry. Making the messages more compact will leave more room for the
reason comment and should make them more readable.

If the operator concerned is not present in the control channel what
should it do? Attempt to PM them for a bit? Only start nagging the
control channel after a set time or number of nag periods?
