  [Eir] eir and the floodbots sometimes don't get on with each other

Status in The official Ubuntu IRC bots:
  Invalid

Bug description:
  eir and the floodbots have been seen to ban each other, which isn't
  ideal. They should probably ignore each other, apart from eir picking
  up on floodbot issued bans
