  current behavior:
  <pangolin> !idleone is aka pangolin and PreciseOne --request
  <scratDev> Your request has been put in queue for review, thanks!

  requested behavior:
  <pangolin> !idleone is aka pangolin and PreciseOne --request
  <scratDev> Your request has been put in queue with ID #1234 for review, thanks!

  this would make it easier for user to get information on why a factoid
  --request has not yet been approved.
