[Bug 648416] Re: Ubottu Clones Should not Alert #ubuntu-irc when !ops is called

The configuration variable "relayChannel" can be set per-channel, so for
those channels that don't want #ubuntu-irc alerted it can be
changed/unset. So because this is a configuration issue in specific
bots, rather than missing features, I'll close this as Won't Fix (in
code). But I'm going to pass this on to the IRCC, so they can start
talking to other channels and see what they want.

Title:
Ubottu Clones Should not Alert #ubuntu-irc when !ops is called

Status in The official Ubuntu IRC bots:
  Won't Fix

Bug description:
The ubottu clones currently alert #ubuntu-irc whenever anyone calls
!ops in a channel. This is based on ubottu notifying #ubuntu-ops for
!ops calls in a core channel. However, there is a key difference, for
the alert in #ubuntu-ops, the people in that channel actually have the
ability to go and deal with the issue. For the non-core channels, many
of the people with access to deal with issues are not in #ubuntu-irc.
Sure, the IRCC have access to most of these channels, but I see little
use in keeping the alert in #ubuntu-irc when only 5 people can deal
with it (maybe move it to the IRCC channel then). Most of the non-core
channels also already have custom !ops factoids that take care of
hilighting the OPs in their channel.

The only valid argument that I can think of for keeping the alert in
#ubuntu-irc is that it lets the rest of the community see when
problems come up in other channels. However, if we keep the alerts in
#ubuntu-irc for this reason, OPs need to stop complaining about people
abusing !ops. These non-core channels have their own rules. They are
no directly hilighting anyone with their !ops calls, and anyone who
hilights on the alerts in #ubuntu-irc should be able to ignore the
ones that do no apply to them.
