  [bantracker] ubottu doesn't fetch quiet list from channels

Status in The official Ubuntu IRC bots:
  In Progress

Bug description:
  This prevents the review code from working properly with quiets.
  367 IRC messages doesn't give indications if is a b or q type mask,  we should come up with some way to get both ban and quiet lists, without mixing them  together.
