  [Bantracker] Bot doesn't understand halfop

Status in The official Ubuntu IRC bots:
  Confirmed

Bug description:
  If the bot only has halfop on UnrealIRCd networks, it will refuse to
  remove bans as it doesn't know it has the capability.

  Halfops are mode +h (Client shows %)
