It seems that he's trying to solve the bugs instead of triaging them.
Almost all bugs he linked to are problems with packaging, bug types that
the MOTU recommend to start on when you're new. This is of coures great,
without people like these we would be lost, but we are a bug triaging
team, not a bug fixing team. However, the debdiffs he created seem good,
at least one was accepted for sponsoring. A pitty is that his replies
are a bit short. He doesn't explain what he's going to do to the
reporter nor thanks him/her.
The statuses he gives seem good, although he has reported three of the
five bugs. He should have given the status too for the bugs he didn't
report though, or just tell if he'd agree with the given statuses.
I'd not accept this application, but ask him if he doesn't want to join
the MOTU. If he does want to join bugcontrol I'd ask him to really
_triage_ five bugs he didn't report by himself and reread the documentation.
