Thank you everyone for reporting this bug and helping to make Ubuntu
better, the time and effort that you spend is very much appreciated!

Fix has been committed to the lucid development trunk and will be
available in the next development release of software-center (which will
be version 1.1.13).

@mpt, your guess in comment #11 was correct in that this bug also caused
the "In Progress" section to not appear.  This is fixed now as well; the
In Progress section appears as normal.
