Basicaly, when all needed data is already colleted/shown in the bug
attachments and comments, and the triager can confirm it.
Nothing prohibits a bug from going New -> Triaged. It *could* go New ->
Incomplete [ -> New ] while the triaging work is being performed. But
if the OP has opened the Perfect Bug Report(TM) and the triager is able
to confirm the bug *and* either do not see need for any more data or
enters it (her|him)self, then by all means, New -> Triaged.
