Status in “langpack-locales” package in Ubuntu: New

Bug description:
In present ru_RU locale, month names are stored in nominative case, capitalized: "Январь" (The January), and fetched in such form with strftime's %B specification. This is incorrect, because with locale date format it looks like "15 Октябрь 2009" (15 The October of 2009). The locale should be changed to use genitive, lowercase month names for %B (января (of January)), and nominative capitalized names for '%EB', like in "Январь 2010 (The January of 2010)" month calender title.
Summary of forms for %B:
января, февраля, марта, апреля, мая, июня, июля, августа, сентября, октября, ноября, декабря.
Summary of (new) forms for %EB:
Январь, Февраль, Март, Апрель, Май, Июнь, Июль, Август, Сентябрь, Октябрь, Ноябрь, Декабрь.
