why use LINGUAS file?

I want to clarify why I created the LINGUA file, which many projects are moving away from in favor of simply using linguas deduced from present po files.

* Ubuntu Translators may translate languages that are not supported by the toolchain. These will be autosync'd from Launchpad to trunk. But we don't want to try to build these pdfs. So LINGUAS provides a meta level of control - we just build the languages we KNOW we want and that work

* A secondary reason is that it is useful during development. Say you want to build only a couple of the target languages? Edit LINGUAS and run ./lang_pdfs (Note that you can comment out lines in LINGUAS with a leading "#"

Cheers,
Kyle
