That's odd, is the update manager/synaptic anything else that deals with
packages open? When that is locked when no package manager is running,
it is an indication a previous package installer didn't finish
correctly, so this might be the problem you are facing (perhaps you also
got a corrupt torrent like what happened to me and at least another
person)

If no package manager is running do a $ rm /var/lib/dpkg/lock to remove
the lock and try the sudo apt-get line again.
