Christopher proposed the following answer:
depends on the version of the utilities that you use. In eeepc-config
(the default package that governs hotkeys for ubuntu eee) the current
version (1.3.6) sets "ondemand, powersave or performance" - modes. The
default speed is 900Mhz, and Xandros underclocks by default (to "cheat"
on battery-life", whereas normal operation of ubuntu eee is to not
change the base clock unless specified.
