I wouldn't mark the language files as useless. While many users might
want to delete them to save some space a lot of people prefer a system
in their native language. And i18n is one of the strengths of Linux.

But there are other useless packages:
brasero
sound-juicer

Bug description:
After installation I think there are useless packages:
ubiquity (ubuntu installer used on live cd!)
many language*
many help files (ex. gimp was removed but gimp-help remains)
