Rouben proposed the following answer:
Does logging out and back in fix the problem?

Can you run a terminal and type the following:

metacity --replace &

That should bring back the window borders and title bars. When that
happens, don't close the terminal window, just type exit and press
enter. If you close the terminal window you will lose the window borders
again.
