Just to clarify, are you trying to delete a whole bunch of text by
holding down the backspace/delete key? What do you mean by scrolling, is
basically holding down the arrow keys to scroll a window full of text
(or other stuff) up or down?

In this case, have you tried adjusting the typematic rate (keyboard
typing speed) in the keyboard control panel?
