Disregard the last comment, apparently it happens in openbox as well.
Sometimes I can get an instance of emacs to launch from a login script,
and even launch a few X11 client frames.  Before long, though, it all
locks up and I can't re-launch any X11 frames, even if I kill all emacs
processes and start over.
